HOW BUHARI UNVEILED NIGERIAN LAW SCHOOL, PORT HARCOURT CAMPUS (VIDEO)

The Nigerian Law School has witnessed unprecedented revamp of its decayed infrastructure under the leadership of Bar Leader and Chairman of the Council of Legal Education (CLE), Chief Emeka Ngige OFR, SAN. 

The latest addition to the list is the state-of-the-art Dr. Nabo Graham-Douglas SAN Campus, Port Harcourt, built and donated to the Council by Rivers State Government under the leadership of its Governor and Life Bencher, Mr. Nyesom Ezenwo Wike.

Commissioned on November 18, 2022 by President Muhammadu Buhari (who was represented by the Attorney-General of the Federation and Minister for Justice, Mr. Abubakar Malami SAN), the self-sustaining edifice has been adopted by the Council as a model for future campuses of the Nigerian Law School.

Many leaders of the Bar and Bench as well as key stakeholders in the justice sector attended the commissioning ceremony.

POLICE LAUNCH MANHUNT FOR LAWYER OVER IMPERSONATION AT LAW SCHOOL EXAM

A Port Harcourt based lawyer, Wodo Godknows Aliegbulam has been declared wanted by the Nigeria Police Force for allegedly impersonating a Bar aspirant during the Bar Final Resit Examinations held last May.

CITY LAWYER recalls that the Council of Legal Education chaired by respected Chief Emeka Ngige (SAN) had dismissed Mrs. Precious Chika Nwachukwu and Mr. Gibson Uzodinma for allegedly facilitating the exchange of a student’s passport belonging to Wobo Prince Adele-Owhor to enable the embattled lawyer to sit for the examination for the Bar aspirant.

A public notice sighted by CITY LAWYER read: “This is to notify the public that the person whose picture is displayed above, Barr. Wodo Godknows Aliegbulam, a Port-Harcourt based Legal Practitioner is declared wanted by the Nigeria Police Force for the offence of Joint Act and cheating by personation (sic) committed during the Bar Part II Resit Examinations held from 7th – 13th May, 2022.”

Wodo was said to have absconded from court on June 21, 2022, leading to the issuance of a bench warrant for his arrest by an FCT Magistrates Court.

BREAKING: KIDNAPPERS FREE 2 LAW SCHOOL STUDENTS

The two Nigerian Law School students kidnapped last week by gunmen have regained their freedom after spending one week in the kidnappers’ den.

CITY LAWYER gathered that the students may have been freed yesterday and have since resumed lectures at the Agbani Campus of the Nigerian Law School.

Efforts by CITY LAWYER to reach the kidnap victims proved abortive as their telephone lines were switched off.

CITY LAWYER recalls that the students were reportedly snatched by gunmen around 8 pm last Wednesday while at the Eke Agbani Market to buy foodstuff.

A source had told newsmen that “Two Nigerian Law School students were kidnapped yesterday night by unidentified gunmen at Eke market, Agbani, Enugu.

“Actually, four students were in the car that belonged to one of the students. The students left the campus to get food around 8pm. However, two students managed to escape at gunpoint. We are yet to hear anything from the abductors.”

A source who is familiar with the matter told CITY LAWYER that both the leadership of the Council of Legal Education and Nigerian Law School “were deeply concerned about the incident and made spirited efforts to secure the release of the students. We are happy that they could rejoin their colleagues for the forthcoming Bar Finals exams.”

LAW SCHOOL 1995 CLASS REUNION DINNER HOLDS TOMORROW

The Nigerian Law School 1995 Call Set Alumni Association will hold its inaugural reunion dinner tomorrow at the Federal Palace Hotel, Victoria Island, Lagos.

According to a statement made available to CITY LAWYER by the Chairman of the Reunion Dinner Planning Committee, RHC Yusuf Asamah Kadiri SAN, “I am very delighted to announce, for and on behalf of the Reunion Dinner Planning Committee, that everything is set for us all to have a memorable Reunion Dinner event tomorrow evening (Monday, 22nd August 2022), by the grace of Almighty God.”

Reeling out the full schedule for the reunion dinner, Kadiri said: “We look forward to seeing members of the Call Set at the Reunion Dinner event tomorrow.”

LAW SCHOOL: NYESOM WIKE GIFTS EMEKA NGIGE BEST BIRTHDAY PACKAGE

Rivers State Governor, Mr. Nyesom Wike has delivered a fitting birthday gift to the Chairman of the Council of Legal Education (CLE), Chief Emeka Ngige SAN with the completion of Dr. Nabo Graham Douglas Campus of the Nigerian Law School in Port Harcourt. Ngige turns 61 years today, July 11, 2022.

The CLE Chairman has been passionate about revamping the moribund infrastructure at the Nigerian Law School. Aside from securing several projects notably from Lagos and Rivers State Governments, the alumni and other stakeholders, Ngige spearheaded an ambitious “Nigeria Law School Support Initiative” which was launched during his 60th birthday to further the objective of positioning the Nigerian Law School as a world-class citadel for the training of lawyers.

At a gathering where Wike handed over more land title documents and hint on completion of the Law School Campus project to the authorities, Ngige described Wike as a promise keeper, adding that he promised to deliver on the audacious project a month before the deadline.

Governor Wike on the occasion re-emphasised that the Dr. Nabo Graham Douglas Campus of the Nigerian Law School in Port Harcourt has been delivered to be self-sustaining.

Ngige, following the latest project inspection and receipt of the further titled documents said: “July 21, 2021, when we came for foundation laying, His Excellency promised this project will be delivered in one-year. Behold, today is June 27, 2022, not up to July yet and he had delivered.

“Recall that when we were doing the ground breaking ceremony, His Excellency promised that every month he will give this campus N10 million for four years, and will be given in advance, that is about N480 million to run this institution.

“When I learnt that he had acquired adjoining property, houses, shopping malls and other business facilities for the Law School to rent out to raise revenue to run this institution. I can tell you it is unparalleled.”

A fulfilled Wike on the occasion, said: “We are using this opportunity to present Certificate of Occupancy of the property acquired and paid for by the Rivers State Government for the Nigerian Law School, Dr. Nabo Graham Douglas, Port Harcourt Campus to you (Chairman).

“We are giving the property to you for the purposes of making some revenue to run this campus. Whatever revenue derived is to be utilised for this campus alone.

“Soon, the state Attorney-General and Commissioner for Justice and Director-General will meet to prepare a Memorandum of Understanding. It will ensure that you won’t take revenue from here to subsidise for other campuses. Any money you make here, put it here in this campus.”

Wike conducted Ngige with Director-General of Nigeria Law School, Prof. Isa Chiroma, SAN, and other dignitaries round structures within the Law Campus that are completed and ready for formal handover, according to a THISDAY report.

He said with construction work on all the structures in the campus now completed, the state government awaits the Council of Legal Education to choose a date when they desire the campus be formally handed over to them.

Wike later took Ngige and other officials on a guided tour of the new Law School campus.

NIGERIAN LAW SCHOOL QUERY TO STUDENT ON DINNER SURFACES (DOWNLOAD)

The Lagos Campus of the Nigerian Law School is currently investigating a student for drinking water from a bottle at a law dinner.

The query, sighted by CITY LAWYER and signed by one Fagbemi Charles-Titilayo for the Director and Head of Academics, reads: “It has been reported to the director and head of academics on June 16, 2022 that while Law Dinner was ongoing in the Dinning Hall, you were found putting a bottle of water in your mouth when a glass cup was on your table.”

“Consequently, you are requested to explain why disciplinary action should not be taken against you for violating Rule 6 (29) of the Code of Conduct for Students of the Nigeria law school on dinner etiquette and manners.

“Your explanation, of any should be forwarded to the Director and Head of Academics within 24 hours on receipt of this letter.”

It was unclear at press time whether the student has responded to the query.

PETITIONER ASKS ECNBA TO BAR MAIKYAU FROM NBA ELECTION

* SAYS HE HAS PENDING PETITION AT LPPC

* ‘I HAVE NO COMMENTS,’ MAIKYAU TELLS CITY LAWYER

An embattled aspirant to the Nigerian Bar and erstwhile student of the Nigerian Law School has urged the Electoral Committee of the Nigerian Bar Association (ECNBA) to bar one of the leading presidential aspirants in the forthcoming NBA Elections, Mr. Yakubu Chonoko Maikyau SAN from taking part in the NBA presidential poll.

The petitioner, Mr. Kayode Bello, made the plea in a petition he emailed yesterday to the verified email handle of the ECNBA, info@ecnba.ng and copied to CITY LAWYER. Others copied in the petition include “Mr. Gadzama, NBA Presidential Aspirant;” “Mr. Laidi, NBA presidential Aspirant;” the “press/media;” Legal Practitioners Privileges Committee (LPPC); “United States Embassy (for rule of law),” and the United Nations Human Rights Council.

His words: “It is hereby prayed that Mr. Y.C. Maikyau, an aspirant for the NBA election, 2022, be screened properly based on the foregoing and his candidacy be suspended based on the doctrine of necessity to ensure sanctity and sanity of the noble legal profession. And that the ECNBA should do that which is appropriate and or necessary to sustain and maintain the nobleness of the legal profession.”

Meanwhile, Maikyau declined comment on the matter when CITY LAWYER contacted him, saying that the petition was not addressed to him. “Why should I respond?” he asked. He however expressed readiness to respond to the petition if asked to do so by the electoral umpire.

Dated May 2, 2022 and addressed to the Secretary, Electoral “Commission” of the Nigerian Bar Association, the petition was titled “PETITON AGAINST Y.C. MAIKYAU AT THE LEGAL PRACTITIONERS’ PRIVILEGES COMMITTEE: NEED FOR PROPER SCRUTINY AND SUSPENSION OF Y.C. MAIKYAU’S CANDIDATURE AS NBA PRESIDENTIAL ASPIRANT.”

The petitioner based the ground of his petition on section 20 (1) (f) of the Nigerian Bar Association (NBA) Constitution 2021 (as amended) which states that “A National Officer may be removed from office where he /she is involved in an act or behavior that brings or is likely to bring the Association into disrepute.‘’

He urged the ECNBA “to suspend the candidature of Mr. Y. C. Maikyau as the NBA presidential Aspirant, pending the determination of the disciplinary case against him at the Legal Practitioners Privileges Committee (LPPC) for his misconduct.”

Bello argued that the suspension of the candidature of Mr. Y.C. Maikyau “is necessary as expounded by the 13th century English jurist, Henry de Bracton,” adding that the doctrine of necessity is that ‘’that which is otherwise not lawful is made lawful by necessity.

“The suspension of Mr. Y.C. Maikyau from contesting as the NBA presidential aspirant would bring honour to the highly revered legal profession, and would prevent unnecessary distractions in the conduct of the NBA activities and duties in respect especially of the next administration of NBA and National Executive Committee of the NBA.”

Delving into the kernel of his grouse against the senior lawyer, Bello wrote: “The petition against Mr. Y.C. Maikyau at the LPPC is based on disobedience of Court Order obtained by me (Kayode Bello) permitting me to write my Bar Final examination at the Nigerian Law School after I was unlawfully expelled by the Nigerian Law School over reservation of seat by my colleague, Miss Chidinma Akam (who has been called to the Nigerian Bar), due to poor state of facilities at the Nigerian Law School.”

He alleged that he has not completed his Law School programme, blaming it “mainly to acts and lies” of a plethora of persons including a former Dean of Faculty of Law, University of Ibadan “who kept sending negative reports about me to the Nigerian Law School that led to my expulsion at the Nigerian Law School, Mr. Obasi Obi, the lawyer working with Mr. Y.C. Maikyau, Late Mr. Akinyemi Julius (of late memory) amongst others.

“Another Law School Application Form I obtained was sent by my Faculty of Law, University of Ibadan, to the Nigerian Law School for admission purpose but the Nigerian Law School has neither admitted me nor given reason it did not admit me. In accordance to the code of conduct of the Nigerian Law School, I was not barred from attending the Nigerian Law School.”

Stating that Maikyau “elected” to be the counsel to the Council of Legal Education, the beleaguered Bar aspirant alleged that “It is also untruthful, unfair and unbecoming of Mr. Y.C. Maikyau in his response to the Legal Practitioners Privileges Committee (LPPC) to have LIED that:

Notwithstanding the matters stated above, the Petitioner [myself] failed and or refused to show up to write the examination’’ (paragraph 12 of Mr. Y.C Maikyau’s reply to the Disciplinary Committee of the Legal Practitioners Privileges Committee (LPPC), Supreme Court of Nigeria, dated 14th March 2019, whereas on August 15th, 2017 I was at the Nigerian Law School gate to enter for the Bar Final Examination, but I was not
allowed to enter.”

Bello alleged that while he proceeded to court to levy contempt proceedings against Maikyau among others, the NBA presidential aspirant “used his position as the Senior Advocate of Nigeria to scuttle the reconciliation efforts as advised by Justice B.O. Quadri on 8th of September, 2017, that we (parties) should reconcile.”

Restating his grouse, Bello wrote: “In summary, Mr. Y.C. Maikyau who stands as presidential aspirant for the office of the NBA President in the forthcoming NBA election has lied to the LPPC that I did not show up at the Nigerian Law School for my Bar Final examination and he has used his office and position as the Senior Advocate of Nigeria to frustrate the reconciliation process between the Council of Legal Education and myself (Kayode Bello).

“The fact that Mr. Y.C. Maikyau lied to the LPPC that I did not or refused to show up for my Bar final examination in 2017 is/was tantamount to perverting justice and conspiracy to disobey the order of the Court.”

He alleged that the acts “are against the basic aims, objects and tenets of the Nigerian Bar Association,” and “prayed that Mr. Y.C. Maikyau, an aspirant for the NBA election, 2022, be screened properly based on the foregoing and his candidacy be suspended based on the doctrine of necessity to ensure sanctity and sanity of the noble legal profession.”

The ECNBA is yet to respond to the petition. The NBA Election is scheduled to hold on July 16, 2022 to elect National Officers and NBA representatives at the General Council of the Bar.

LAW SCHOOL CLASS ’91 OPENS SCHOLARSHIP APPLICATIONS

In fulfillment of its pledge to award 30 scholarships to indigent students of the Nigerian Law School in celebration of its 30th anniversary, the Nigerian Law School “Class of 1991” has invited applications from prospective beneficiaries.

A statement signed by foremost litigator and Chairman of the 30th Anniversary Planning Committee, Prof. Paul Ananaba SAN indicated that the application window closes on November 20, 2021. All applications are to be emailed to nls1991anniversary@gmail.com.

According to the eligibility criteria, each applicant must

1) be admitted to the Nigerian Law School for the 2021/2022 academic year and must be able to take up the admission;

2) be able to demonstrate a need for financial assistance by submitting a short essay of not more than 250 words explaining why he/she deserves this scholarship.

3) be able to demonstrate a career plan;

4) have earned a minimum of Second Class Honours degree.

According to Ananaba who is also the immediate past Chairman of the Nigerian Bar Association (NBA) Section on Public Interest and Development Law (NBA-SPIDEL), “The scholarships are designed to assist indigent Law School students and to ensure that impecuniosity does not stand in the way of a Bar aspirant becoming a member of the noble profession.”

Speaking further on the forthcoming anniversary which has the Dinner & Awards Night holding on December 10, 2021 at Nigerian Air Force Mess, Kado District, Abuja as one of its highlights, Ananaba said: “It is our way of giving back to the society. Many of our class mates have made their marks in several fields of endeavour. Some of the alumni are governors, jurists, Senior Advocates of Nigeria, just name it! CALL TO BAR: ‘WE RECORDED OVER 70% SUCCESS RATE,’ SAYS LAW SCHOOL D-G

The Director-General of the Nigerian Law School, Prof. Isa Hayatu Chiroma SAN yesterday rated the leading vocational training institution highly, saying its graduates posted over 70 per cent success rate at the Bar Final examinations held last January.

In his address at the Call to Bar ceremony held yesterday, Chiroma traced the “humble beginning” of the school in 1963 “with 8 students at its one block Campus at 213A, Igbosere Road, Lagos,” and observed that “the Nigerian Law School has grown to a six-Campus Institution spread across the country with a yearly intake of well over 6,000 (six thousand) students as stated above.”

A fellow of the Chartered Institute of Arbitrators (UK), the Law School chief executive said that the school has enjoyed unbroken academic sessions in its 58-year history, attributing the feat to “the insistence of the Council of Legal Education on the good character of the students as a condition for both admission into the Law School and recommendation for Call to the Bar.”

Chiroma stated that while 1,779 of the 2,515 candidates who sat for the Bar Finals scaled the hurdle, five of the candidates or 0.2 per cent bagged First Class Honours. Seventy-six (3.06%) candidates received Second Class Upper grade while 633 (25.17%) candidates were graded in Second Class Lower rank. Another 1,065 (42.43%) candidates recorded a Pass grade.

His words: “These figures translate to 70.86% success at the Bar Final Examinations. I wish to assure all of you that we shall remain the gate keepers of our noble profession. As Teachers and Administrators, we will continue to uphold the standard and integrity of the Bar.”

Chiroma stated that the knowledge “acquired and expressed” by candidates “brings great joy to the entire Nigerian Law School Community,” adding: “After your Call to the Bar, you will become new wigs of the Nigerian Bar and proud members of our noble profession. I rejoice and congratulate you all for your hard work, dedication and steadfastness. To all our proud parents, guardians and relations, I invite you all to share in the success and joy of these candidates we are celebrating today.”

On the contributions of the Law School to national development, Chiroma noted that both the Chief Justice of Nigeria and the Attorney-General of the Federation and Minister of Justice among others are all alumni of the school, adding that “It is also significant to note that a large number of members of other tiers of government in the country are products of the School.

“The school has also contributed to the training of the legal man-power for our sister African countries like the Republic of the Gambia, the Republic of Sierra Leone and the Republic of Cameroun. A number of countries from East and West Africa have visited the Law school to solicit information and assistance on the establishment and development of the Law School in their various countries. As reported in my address to your distinguished body at the last Call ceremony the Nigerian Law School received a high powered delegation from the Law Development Centre, Uganda, who were in Nigeria on bench marking and working visit to the Nigerian Law School and more of such collaborations have continued to come.

“Products of the School have commanding presence in other spheres of public and private sector such as the Ex-Military, Police, Customs, Immigration, the Oil and Gas sector, Banking and Finance, Insurance and the Corporate world in general, Professors/lecturers in the Universities and other tertiary institutions. Some of these products have achieved profound feat of getting to the top of their career nationally and across borders.”

Chiroma thanked President Muhammadu Buhari “for all the proactive measures taken aimed at curbing the spread and eradication of the disease in our dear country.” Turning to Malami, the Law School Director-General said: “May I at this time respectfully seek the leave of Mr. Chairman and distinguished members of the Body of Benchers, to thank our supervisory Ministry – the Federal Ministry of Justice headed by the Honourable Attorney-General of the Federation and Minister of Justice, Mr. Abubakar Malami, SAN, Life Bencher for the support always given to us as an institution.”

Showering encomiums on the Council of Legal Education chaired by leading litigator and Bar Leader, Chief Emeka Ngige SAN for its oversight, Chiroma said: “I will also wish to thank the Chairman and Members of the Council of Legal Education, our parent body for their support and guidance at all times.

“The same appreciation goes to the Chairman and members of the Body of Benchers for their constant support and encouragement. I must also mention the Secretariat of the distinguished body for its co-operation with us at all times. Not even the COVID-19 pandemic could hold your body from discharging your primary and essential duties with the usual and huge cooperation of the Council of Legal Education and staff of Nigerian Law School.”

Chiroma congratulated Mr. Olumide Akpata for his victory at the poll while thanking the immediate past NBA President, Mr. Paul Usoro, SAN “for his contribution to the Nigerian Law School, Nigerian Bar Association and the Legal Profession in general.”

Among those admitted to the Nigerian Bar at the ceremony held at the Eagle Square, Abuja was veteran Nollywood actor, Mr. Kanayo O. Kanayo MFR.

BAR LEADERS PROFFER ROADMAP FOR LAW SCHOOL, LEGAL PROFESSION

Bar leaders and academics at the weekend stressed the need to leverage alumni networks for the development of legal education and law practice.

Speaking on the theme, “Alumni Networks and the Development of the Legal Profession in Nigeria” at a virtual conference hosted by the Nigeria Law School Class of 1989, a leading presidential candidate in the forthcoming Nigerian Bar Association (NBA) National Elections, Dr. Babatunde Ajibade SAN, made a strong case for the transformation of the Nigerian Law School Alumni Network into a world class framework.

Citing Harvard, Cambridge, Oxford university alumni as examples, Ajibade observed that alumni networks have been able to deploy huge human and material resources to boost the development of their alma mater, adding that “the situation should not be different for the Nigerian Law School that has produced distinguished personalities rendering invaluable services to humanity across the globe.”

The Chairman of the Counsel of Legal Education (CLE), Chief Emeka Ngige SAN, commended the management of the Nigerian Law School for deploying e-learning facilities to avoid interruption of lectures despite the COVID-19 pandemic. He also applauded the Nigerian Law School Class of 1989 for the e-learning platform donated to the school, adding that it would “go a long way to enhance remote learning for Nigerian Law School students.”

The Secretary to the Council of Legal Education & Director of Administration, Nigerian Law School, Mrs. Elizabeth Max-Uba enumerated the needs of the campuses of the school and appealed to the different alumni classes to help reposition the Law School campuses as befitting academic environments for the training of lawyers.

Speaking in the same vein, the Director General of the Nigerian Law School, Professor Isa Chiroma SAN urged alumni classes to “come to the aid of the Nigerian Law School in order to restore its lost glory.”

Contributing to the discourse, Mr. A. U. Mustapha SAN advised the coalescing of all Law School alumni classes into a single and formidable alumni association to enable better management and communication. He stated that this would spur the growth of the institution.

The Chairman of the Nigerian Law School Class of 1989, Mr. Emeka Albert explained that the soon-to-be-rolled-out multi-dimensional e-platform built by the Class includes an Alumni module that enables alumni members to engage and interact.

According to the leading justice sector reform consultant, “Lawyers need only to register with their call year and the system will group members according to year of call, making it possible for members to engage with their classmates and organise themselves into alumni associations just like the Class of ’89 and a few other Classes have done.”
